How can I custodial parent sign over their parent rights to the other parent.

A parent doesn't "sign over" his or her parental rights to a child by

signing a piece of paper (even one that is notarized), purportedly

effecting such a transaction.

Only a court of proper jurisdiction has the authority to order such a change

in parental rights, and the clerk's office of your local J&DR;court should be able to further explain to you how to go about it.
