custody given to father with no job or income

i would like to know how a judge can take children ages 17 1/2 years old and 15 years old from their mother and give custody to the father that has no job,is 3 months late on child support, owes almost 1000.00 in medical reimbursements, he has not work since Jan/2004 and still is not working, got on the stand and lied, and also she was mad because my attorney could not make it and would not grant a continuance. I am appealing this and would like to know if it should be appealed to a higher court, apparently this judge had it out for me. I am a very nurturing, caring person, and have always been there for my children. Their father never has and would rarely call the kids, visit them and lied on the stand.

Your question is framed as "how can a judge..." He is the judge and his office allows him to do what he thinks is best. You were obviously unrepresented and put at a disadvantage. You need able representation from someone who would show up. You only have 10 days to appeal a Juvenile Court decision in VA but if you have appealed, hire competent counsel and prepare your case well.
