Custody of Stepsister

I'm looking to obatain custody of my 13 yr old stepsister. Her mother lost custody 11 yrs ago. She's been raised by my mother. My stepfather hadn't lived with them in 4 yrs. 6 mths ago (after their divorce) my step-father took her to another part of VA to live w/ a friend of his. He is NOT in the state of VA...he is wanted for non-pymt of child support for other children. He is unemployed and does not have anywhere to live. My mother does not want custody but continues to pay her medical/dental. My step-sister is begging to come stay w/me; I--name removed--32 yrs old w/ one child. Is there something I can do legally to get her back into a stable environment? She has moved 3-4 times in 6 mths.
