Legal Question in Family Law in Virginia

In Virginia the department of social services took away 2 children from a 21 yr. old mother,she has a drug problem and was deemed unfit.She is pregnant again,still using drugs and came to NC thinking should could keep the baby because virginia made it clear when the baby was born it would be taken.virginia DSS has sent this information to NC DSS with the intntion to take the baby away at birth..Can this be done,will their order be recognized in NC?At birth will they take her baby?

Does this mean she has no say nor the family?

Of course, the mother will be able to contest any final decisions made by N. Carolina authorities (which could include the social service agencies as well as the courts)regarding the placement of the newborn, but they are likely to give very considerable weight to what the Virginia DSS has already decided in regard to this matter.
