Custody and Visitation

My daughter is almost 4. Her ''father'' and I broke up while I was still pregnant. He has been sporadic part of our lives since then and has not paid child support on a regular basis. I have reason to believe he and his current girlfriend are into some illegal activities. He has another daughter whose mother has cut all ties as far as I'm aware. I think his girlfried has also had some social services issues with her children. He has recently made some effort to try to see her but I'm NOT comfortable leaving her alone with them. He's indicated he might take it to court. What would be the best thing for me to do at this point. I would really rather set up some supervised visitations but I don't want to have a big nasty court case. Can I set this up without going to court?

If paternity has never been established, then this putative father would have no rights pertaining to your daughter, which includes no right to visitation, whether supervised or not. But, if you want to allow him some kind of supervised visitation with your daughter, that would be up to you.
