Legal Question in Family Law in Virginia

My daughter from Iowa abandoned her 17 year old daughter with me, her grandmother, here in Virginia. We went to an attorney about legal guardianship, but since she would be turning 18 in several months, I decided it was too much money. We got her a car, found her a job and enrolled her in online classes to finish school. Five months later, she was caught lying and being deceitful to us. She wanted to move out, but I told her she could not until she was 18. I allowed her to go to the beach with her boyfriend and his family. Now they won't return her, because her mother told them to keep her away from us. Do I have any legal grounds to bring her home?

No,. I would think not since you apparently never became the child's legal guardian

nor ever acquired any other sustainable claim to custody over her.
