If someone has been declared legally disabled due to being bipolar, can they legally be an executor of someone's will?

There is no such status as "legally disabled" formally recognized in the law of the Commonwealth (as far as I am aware), and, therefore, whoever this person may be, he or she is very likely to have sufficent minimal competence to act as an executor of a decedent's estate.
