What defines neglect in care of a disabled spouse?
My father in law has Parkinsons. He is getting to the point where he freezes and more often than not cannot do some basic functions like make meals, make it up the stairs or into the bathroom on his own.
His children (my wife and my brother in law) are married and moved out and his wife (in our opinion) is not taking care of him. He often will not eat meals because he cannot get around to make meals and she refuses to. When he is able to make them, he is making them for him and her. He has lost a lot of weight in the last 6 months. He is 6'1 and weighs about 130lbs now. According to her because he doesnt have an appetite, but in this past 3 or 4 weeks we have started taking meals to him or taking him out to eat, and he eats like a horse. So he deffinetly does have an appetite. We have talked to him about this and he says that if he doesnt make a meal, or we dont bring him one, he doesnt eat.
Well we are not letting him starve, but isn't that criminal for her not to provide such a basic need as food to her disabled husband?

No, I would not characterize the alleged conduct which you've described on the part of this gentleman's caregiver(s) as criminal but it would certainly appear to be a matter which merits further discussion with them (if such has not already occurred).
