Is The Divorce Commissioner's Report automatically included in the final Divorce decree in total, or is it only included in parts specifically mentioned in the final Divorce decree?

No, the Commissioner's report is separate from the final decree which is normally prepared by the plaintiff's attorney and incorporates this report by reference.
