my divorce decree states that "shall split all cost incidental to ownership of said property" does that mean both parties are responsible for maintenance of home? Including powerwashing the home? Received violation notice from HOA about mold on side of house would we both be equally responsible for this?

Yes, whatever costs reasonably incurred "for maintenance of home".
