Divorce

I live in Virginia and have been separated for 4 months. By law, because I have children, I have to wait a minimum of one year. My husband thinks we can rush the divorce by having someone write a letter stating we've been living apart for a year -- but IRS, DMV would be able to prove otherwise. I've already told him I would not do this. What are the reprocussions for lying in a divorce proceeding?

Lying in divorce and any other court proceedings

could result in perjury charges for the liar, depending upon the particular circumstances and nature of the falsehoods(s) tendered by the liar.

Your husband's proposed scheme to accelerate the court process for your divorce by what amounts to nothing less than the perpetration of a fraud upon the court would undoubtedly backfire upon him (and possibly you) at some stage in the case, and, it's not beyond the realm of possibilty that he could find himself in the criminal dock as a result thereof (and deservedly so, I might add).
