Legal Question in Family Law in Virginia

I saw a divorce service offering a Dominican Republic divorce for $600 out of Florida. Is this legitimate? Will it suffice as proof of a divorce for Social Security requirements?

Dominican divorces for folks just flying there for that purpose and who do not legitimately reside there are normally not recognized as valid by courts/government agencies of the United States.
