What dose this mean in a appeal decision? The disposition of -------- is sustained as to person A but amended to unfounded with respect to person B. I will keep the names and the case private for now but what dose it mean?

Most likely something like the appeals court affirms (or sustains) the

lower's court's ruling as to person A but overrules its decision as to Person B

as "unfounded".
