Legal Question in Family Law in Virginia

Emergency custody

ok here's the deal. My daughters mother lives in michigan and I am currently serving in the military in virginia. I just recently found out that her husband was arrested for possesion of cocaine, and she is planning on staying in a shelter in detroit with my daughter. Over the last seven years she has bounced around from place to place, shelter to shelter and drug houses, not to mention state to state. She has never informed me nor the courts of her changing her address, she has been convicted of kidnapping before, when she had visitation of her oldest daughter she fled state and launched a manhunt, She has mental issues but has never been diagnosed, and she refuses to keep me updated on our daughter. I can provide a stable environment where everything will be taken care of. I love my daughter very much, and it breaks my heart to know that she is going through this. My question is, Where should I file for custody, should I have a lawyer and how long will this process take? I am in the military therefore I do not make alot of money, but it hurts me too know that my daughter is being emotionally abused like this, I have 2 sons that live with me and a loving wife that considers my daughter hers too. Someone please help, thank you
