EPO respondent never served?

I filed an Epo 2 mths ago I was under the assumption that this person would have been picked up within at least 5 days. This person was never served. I came home a little over 2 weeks ago to find a business card in my door asking this person to call the police to be served a warrant or to turn their self in. This person was living in my residence at the time I filed the EPO but disapeared for over the 72/hr period. When they finally came back I never said anything about it and they never said anything about it. I was to afraid to bring it up. However after receiving the card I finally a week later had to let this person know what I had done as they were still living in my residence. So why was this person not picked up after I was told they would issue a warrant for their arrest because now this is has become a very serious issue as far as my saftey. This person has left my home after I told them they had a outstanding warrant very angry to say the least.

Can you explain why this took so long?

No, but maybe the cops can who were suppose to execute the warrant.
