Can ex-spouse legally keep son from visiting father outside statelines?

In short...ex-spouse refuses visitation(son-father)because father is military in Hawaii. She fears father may kidnap-but that would be detrimental to military career. Also demands father pay 50% increase(now paying 350$+med/dent) in CP and all costs relevant to visitation in state(VA) only. Mother also lives at home with parents and parents deny papers(skip trace also) when served saying that they dont know where she lives. Feedback would be great!

The mother must be brought into court to answer

for her apparent violation of the court's visitation order. If necessary, the non-custodial parent seeking to enforce visitation may need to secure the services of either a PI or private process server to get the mother served with papers.
