This would be prohibited by section 18.2-461 of the Virginia Code. It states that it �...shall be
unlawful for any person (i) to knowingly give a false report as to the commission of any crime to any law-enforcement official with intent to mislead, or (ii) without just cause and with intent to interfere with the operations of any law-enforcement official, to call or summon any law-enforcement official by telephone or other means, including engagement or activation of an automatic emergency alarm. Violation of the provisions of this section shall be punishable as a Class 1 misdemeanor.�
If a person is convicted of a Class 1 misdemeanors, he or she faces confinement in jail for not more than twelve months and a fine of not more than $2,500, either or both.
Finally this is really a criminal law question, not a family law question.

This question is technically not a family law question. It is a criminal law matter. The Code of Virginia does not make a distinction between filing a false report and filing a false report in a domestic matter. Section 18.2-461 of the Code of Virginia states that it is a Class 1 misdemeanor to file a false report with the police or to summon the police falsely. Class 1 misdemeanors are punishable by confinement in jail for not more than 12 months and a fine of not more than $2,500. Either or both penalties may be imposed.
