Legal Question in Family Law in Virginia

My friend had her child's grandma call social services on her today. She had been living in this women's house, and had she had evicted her on Friday, 7/27/07, and the grandma told social services that my friend was homeless, even though I had paid for a hotel for her, and abusive to her son. When social services went to the house today, they found a marijuana plant. Social services told her that she had to take a drug test tomarrow and that she couldn't leave the state. She was suppose to come to my house tomarrow by bus, but they said they would have her arrested at the first stop. I was woundering if they had the legal right to send the cops after her for leaving if there are no formal charges. Thank you for your time.

No, absent a court order restraining her from leaving, the local social services department would appear to have no such authority over your friend in this particualar situation.
