Is it illegal for a married-man to have a baby with another women? Will the married-man get prosecuted by the state (in Virginia and Maryland) or the government?

Although fornication(the act of which would be necessary to bring about the situation which you've described)is still technically illegal(and therefore prosecutable as a crime)in the Commonwealth, the married man which you've referenced will almost certainly not be prosecuted for any crime imputed to his fornication, but, it is quite possible,however, that he could be the subject of later pursuit by others, including the government and/or the the child's mother who might be looking for him to pay child support.
