If the non custodial parent's girlfriend burn one of my children with a cigarette--name removed--Does she still have a right to be around the children when they're visiting with the noncustodial parent

Yes. To keep this from happening you would need to move in court for restricted visitation based upon the new information regarding how she hurt/could hurt your child.
