Legal Question in Family Law in Virginia

FAMILY LAW QUESTION: If a spouse who denies cheating was seen by a small child and is now intimidating the child, how do I get the child counseling without his approval? He does not want the child to talk to anyone, even a school counselor. If the spouse gets angry and hits the child (no bruising) who do I report this to? Child Protective Services? a social worker? the school counselor? The child is afraid of his anger and afraid to confide in me.
