Legal Question in Family Law in Virginia

The father of my child is willingly ready to sign over all his rights to me. We both feel this is the best way to go considering he is never a part of her life and never really has been, and we want to do all this before she is old enough to understand. We have read that in VA it is not that simple, and that there has to be someone else who will adopt her in order for him to do this. If he wants to voluntarily relinquish his rights, is it easy to do in VA. And what is required to do this?

No, it is not easy for a father in Virginia to voluntarilu reqlinquish his parental rights involving

a particular child simply by signing a piece of paper which purports to effect such termination

of parental rights and which normally requires a valid court order arising out of an adoption as you've already correctly noted.
