If you file on here and the one that does the fileing doesn't want to put something in like a chepter 13 what can the other one do?

If you're referring to spouses agreeing to the contents of their property

settlement agreement (PSA) preparatory to a divorce, since it's an agreement,

both must agree as to the items included in the PSA or it cannot be finalized and incorporated into the final decree of divorce.

And, furthermore, if the spouses cannot agree at all on these matters involving the division of marital property, as well as interests in such property and any related issues, then they will likely have to leave it up to a judge to decide them through the process known as equitable distribution.
