How do I go about filing complaint against clerk's office?

My husband filed ''Show cause'' papers back in August & about 2 weeks ago I called the J&D courthouse to find out whether or not the paperwork has been processed. The woman I spoke to informed me that they only have 1 day a week to process that type of paperwork, & that they still had the paperwork there & it had not been processed yet. He hasn't seen his kids since the 1st weekend July, & this process seems to be taking forever. His ex is saying she still hasn't received any papers. I called the courthouse again today to see if they'd been processed yet, & the lady I spoke with said she couldn't tell me whether or not the paperwork has been processed because it's J&D court. If that's so, I'm not sure why the lady I spoke with 2 weeks ago could. Does it normally take this long to process paperwork? We're anxious to get this going & to have weekend visits with them as ordered, as this has been an issue for 2 years now. We all have a great time together when they come. We know for a fact that a big reason they don't come is because they don't want to hurt their mom's feelings. Hopefully once we get through this process she will understand that making them feel guilty for spending time away from her hurts more than their dad..

Yes, in a large court system such as

Fairfax, the kind of paper work which you've described could easily take several months in some cases to process.
