divorced, w/ agreement stating each party must pay uncovered portion med. visits for children when using non-preferred providers. if ex continously takes children to non-preferred providers, is she only one legally responsible to pay? currently have neg. info. filed against myself from one non-preferred doctor, that neither party paid.

No, you are also legally obligated to pay these bills for your children's medical care(irrespective of what the agreement says), but you could reopen the divorce to have your ex sanctioned through a Show Cause Rule, or, alternatively, sue her for reimbursement of what you disproportionately pay for these bills in small claims court.
