Legal Question in Family Law in Virginia

i just found out that my 4 yr old nephew is being molested by his step brother that is 15, the mother of the 4 yr old denies it . the 4 yr old has told me and his father that the 15 yr old makes him have oral sex, also makes a 7 yr old girl watch. the 15 yr old also has a myspace page acting like he is 21 and his friends on his page are underage..... the father of the 4 yr old has filed for emergency temporary custody, but in the mean time the mother has takin the 4 yr old back to the home where the sexual assults happen, we are almost middle class citizens and the step father of the 15 year old is loaded, also is a bails bondsmen, they threaten law suits for false accusations and for lies. we have not told lies 4 year olds dont make this stuff up. how or who can help us get the 4 yr old home to his father, like i said we are not rich but we can come up with some money. the system doesnt seem to be working on our side, nor does the money factor. can someone please help us get this child back to his father where he is safe?

If you have credible evidence that the four year old(an obviously defenseless child) is being molested, you should report the matter to Child Protective Services(CPS) officials on their local hotline---irrespective of whoever may be threatening retaliatory action(s)---in my opinion.
