Legal Question in Family Law in Virginia

A friend of mine went through a divorce in 2007. The divorce was handled in circuit court and the judge ruled that the custody hearing would take place at J&D court after a home study on both parents was completed. The home study came back for him to get the children and they were not to go to their mother. Before the hearing could take place his children were adopted in a closed adoption to the ex's aunt. This man has tried to get his kids back for 2 years he has written his Congressman, and payed an attorney thousands of dollars. He is no closer to being reunited with his children today than he was 2 years ago. PLEASE what steps does he have to take and what needs to be done for him to get his children back or at least have visitation.
