my friends' ex-girlfriend signed over her parents rights to her grandmother recently. he is the father and wants full custody of his daughter. what are all of the parents' and grandparents' rights that he needs to be aware of?

One does not transfer custody rights in the Commonwealth by signing a

piece of paper; only a court of proper jurisdiction would be legally

empowered to make this kind of binding decision. Therefore, in the

situation described, the parents of this child should still have equal standing to

pursue full custody in the appropriate court of law and the grandparents

could petition for visitation as "persons with a legitimate interest" in

securing this right.
