My spouse and I are getting a divorce and selling the house. While we were married my mother gave us 25,000 to have a garage built...which in turn increased the value of the house. Does he have to give her half of that money upon the sale of the house?

No, not if your your mother intended him to have $12,500 as her gift to him
in order to have a garage built on to the marital home.
