Legal Question in Family Law in Virginia

If a girl 17 years of age in Nrofolk Virginia, felt her life to be better lived by moving in with friends in Tampa Florida, what rights does she have and what rights do the friend sin florida have. (All adults.) The girls 18th birthday is in 3 months but her mom is an alcoholic. She is currently staying with us for the summer and does not wish to go back to virginia. We would be more than happy to have her here and enroll her in a local high school so she can finish and graduate.

So, where would your authority come from to enroll this minor child in a Florida high school when her established legal residence is in Virginia?

Better send the girl back to her mother in Virginia.
