I asked him to give up his parental rights to make the adoption go easier. he sent me a noterized hand written letter stating he is giving up his parental rights. will that hold up in court or do I still need him to sign over his rights?

Re: giving up rights
No, that will not do(your former husband's handwritten statement purporting to surrender his parental rights). A petition must be filed in the
J&DRDC(Juvenile & Domestic Relations District Court) requesting that such parental rights be terminated and in the Commonwealth it is usually
done as an action which precedes the adoption petition itself.
