In the state of VA, are grandparents ever given visitation rights to a grandchild?

Yes, indeed they are, and grandparents are specifically recognized as "persons with a legitimate interest" as referenced in Va. Code Sec. 20-124.1, and who have a recognized right to petition the court for such visitation with their grandchild(ren)if for whatever reason the child(ren)'s parents or caretakers decline to allow for such visitation.
