becoming a guardian to my domestic partner's child

Could I become a legal guardian to my domestic partner's child? The mother has no contact with the child's father. Could this be done without the father's permission? The mother has serious health issues, and I would be the primary caretaker if something were to happen to her. Her family have no objections to me caring for the child.

You could file a petition in the local juvenile and domestic relations district court in the locality where the child currently resides, and the court would then schedule a hearing on your petition(giving the father an opportunity to be heard)and would then rule on the matter.
