Legal Question in Family Law in Virginia

My husband wants to adopt my daughter. I need to find out info on the subject. And not sure which state laws I have to follow. We are legal residents of Texas. My daughters donor is in prison in Colorado, and currently we reside in Virginia.

Is Virginia your new residence and domicilary. How long have you been here. Are you in military. This is not simple question. Are you returning to Texas.
