Legal Question in Family Law in Virginia

My husband and I have been asked by a dear friend to adopt her daughter as she can no longer provide for her. I have looked up adoption costs and have found that the fee ranges between 5,000 and 30,000. Would such a straight forward adoption as this require thousands of dollars? Is there a less expensive way besides giving the child up to the state first?
