Legal Question in Family Law in Virginia

My ex husband just took the kids out of school and left the state without my permission or without notifying me directly. Is that allowed in the state of Virginia ? There had been mistreatment of the children in that home as well.

Yes, (it's allowed) unless there's a currently valid court order in place which says otherwise.
