Legal Question in Family Law in Virginia

my husband lives in louisiana with my two kids i now reside in virginia.. i already gave him custody cause at the time i was homeless and couldnt provide for them but now he wants me to sign over parental rights. what does that mean?

It means nothing, legally speaking, since no parent can simply relinquish his or her parental rights/responsibilites by signing a piece of paper. Only a court of law with proper jurisdiction over such matters could legally effect such action(termination of parental rights).
