Legal Question in Family Law in Virginia

In Virginia, a parent does not give up his or her parental rights by signing a piece of paper(whether notarized or not). Only a court of proper jurisidction which has before it a properly prepared petition to terminate a particular parent's parental rights or related pleadings with supporting evidence would have the authority necessary to undertake such action.
