Me and my husband have been separated for 3 years and he has currently passed away. Am I able to make final decisions or can his parents make them?

If you mean final decisions as to the disposal of his body and, perhaps, other matters related to your husband's passing, the surviving spouse's wishes will normally trump those of the decedent's parents.
