Legal Question in Family Law in Virginia

My soon to be ex husband was served with our divorce, he resides out of state. His mistress is an attorney and is claiming to represent him, but she is not licensed in my state, VA, where the divorce is to proceed. She is only licensed in his state and has been licensed less than a year. She contacted my attorney to state she was representing him in the divorce. How can she represent him in VA if she is only licensed to practice in IL?
