I have been served an Bill of Complaint. What are my options to reply to the bill within 21 days?

Your options are:

To file an Answer with the court within the 21 day period contesting the allegations in the Bill of Complaint;

Do nothing and accept what most likely will follow which will be a default judgment(or its legal equivalent) against you in the matter.
