interest on arrears while incarcerated

I was incarcerated for a period of 51 months and during that time the department of social services charged me 9% interest on the total amount of the arrears. Is there any statue or exclusion from me having to pay the interest while I was incarcerated? I have been paying my child support and a small amount of the arrears since my release.I hope that someone can advise me on how to handle this because the interest in questioin is around $14,000.00.

There's no law or regulation that I'm aware of that would bar such interest charges for folks who've been incarcerated. However, it would seem that DCSE should be willing to at least discuss the possibility of abating part, if not all, of these surcharges, in the interest of collecting the principal.
