Japanese Visa and Military

I am currently dating a Japanese lady who is having trouble with her ex-husband of 8 years. This guy is currently in the navy. He has not done the following:

paid child support as in separation agreement

paid insurance, kept registration up to date, or given title to lady for vehicle. This was detailed in the separation agreement.

Also, doesn't the navy guy have any responsibilities for being her sponsor (for her visa in the us?)

It would seem that based upon the facts which you've alleged that your Japanese lady friend might want to consult an American lawyer(preferably one licensed to practice law in the state where the separation agreement was finalized)

regarding the matter of enforcing this agreement.

And, yes, as a sponsor of her petition for a green card, the Navy guy continues to have certain responsibilities for the lady until either she dies, remarries, or returns to Japan.
