Legal Question in Family Law in Virginia

in a joint custody case between a mother and a daughter over two children... if the mother will not allow the daughter visitation to her children after being court ordered to allow every other weekend visitations and frequent phone calls.. what would be the best way to go about fixing this issue in a civil or legal matter??

Have the mother brought back before the court on contempt charges.
