I have joint custody with my daughters father and he wants to move out of state and take her can he do this and how can i prevent it

The order for joint custody undoubtedly contains a provision requiring the
party who proposes such a move to notify the other party as well as the
court at least 30 days in advance of any proposed move.
Whenever you receive the notice(or if none is given), you should
then request that the court schedule a hearing on the matter.

Obtain prior court order. It should state that notice must be provided to you and court of plan to relocate. You can challenge it in court.
