Joint Custody Question

If the parents have joint custody with the mother being the custodial parent, does she have to have the fathers permission to send the child out of state with others who are not family?

As a parent with joint legal custody of the subject child, the non-custodial parent retains the right to participate in and make joint decisions with the custodial parent in any major matters in the child's life whether they involve school,education, medical treatment, or, I would think, significant travel with persons unrelated to the child outside the state of the child's residence.
