my son lives in va his girlfreind took thier daughter to west va. she will not cooperate with him getting to see her or phone calls .he wasnt awre he had to concent to the move and she also makes him pay for gas to meet us when he does get her does she have the right to keep her out of state and make it almost impossible to see her also he has no address where is daughter lives

The girlfriend is the child's natural mother, and, consequently, in the absence of a court requiring otherwise, she can take the child wherever she pleases.

Until your son establishes paternity(assuming that it has not yet occurred)and secures a valid order from the court giving him visitation rights with his daughter, he will have very little control over the situation which you've described.
