Can a judge order to pay child support during a divorce if neither one of the legal guardians have filed for child support?

Yes, (in my opinion) if such judge finds that there is a duty of support owed by one or both spouses to any of the adopted or natural born child(ren) of the marriage and that that duty and consequent obligation has gone unmet and unestablished thus far by the agreement of the parties in the course of the divorce.
