Can a juvenille judge that ruled in a case in his courtroom testify about the case in circuit court?

Yes, it might be possible(although admittedly unusual) provided that the

proper procedures were followed that would have permitted this to occur. (As a general rule, judges are not subject to being subpoenaed as witnesses for obvious reasons, but there are exceptions to this rule which appears to be the situation with the referenced case.)
