Can't leave the county?
in the commonwealth of VA can a judge leagally tell you that you cannot leave the COUNTY?

Judges have a pretty wide range of powers which include ordering the law enforcement to detain you.
If you are charged with a crime and on bond your movement out of the state can be restricted. You would violate the conditions of your bond and release to leave the country.
In every other context, no, a judge cannot restrict your First Amendment Freedom of Association, you may go where you wish.
But since this question came up in the Domestic Relations context, a judge can restrict children from travel and may restict a parent from taking their children out of the state or the country.
